President & Scum (The Hierarchy Card Duel): Rules, Setup & Visual Guide
Shed all your cards by playing higher ranks than the previous player! The first player out becomes the President—who gets the best cards from the Scum in the next round!
🎯 Overview: Why Everyone Loves President & Scum (The Hierarchy Card Duel)
President (also known as Scum, Tycoon, or Asshole) is an iconic social hierarchy card game played around the world. Deal the entire deck out. Players race to empty their hands by playing singles, pairs, or triples that beat the previous play (3 is lowest, 2 is highest and clears the pile). The first person to empty their hand is crowned the President for the next hand; the last person left with cards becomes the Scum (who must deal the cards and surrender their best card to the President)!

🖼️ 3-Step Visual Walkthrough
Follow these three visual diagrams to explain the game to your room in under 30 seconds:
Step 1: Deal All 52 Cards Evenly
Deal out the whole deck. Rank hierarchy: 3 is lowest, Ace is high, 2 is ultimate power card!
Step 2: Beat the Previous Rank
Play singles, pairs, or triples of higher rank. Play a 2 or a Four-of-a-Kind to clear the pile instantly!
Step 3: Royal Taxes in the Next Round!
President gets Scum's best card and gives away their worst card! Scum must deal and clear cards!
📋 Complete Step-by-Step Rules
- Deal all cards evenly to 4–7 players. Card rank from low to high: 3, 4, 5, 6, 7, 8, 9, 10, Jack, Queen, King, Ace, 2 (2 is highest!).
- Player with the 3 of Clubs starts the first round.
- Players must play matching combinations (single on single, pair on pair, triple on triple) of equal or higher rank. If you cannot or choose not to play, you pass.
- When all players pass, the center pile is cleared and the last person to play leads a fresh hand.
- Playing a 2 immediately burns and clears the pile, giving you the lead.
- Finishing order determines next round's titles: 1st = President, 2nd = Vice President, 2nd to last = Vice Scum, Last = Scum.
- TAXATION: At the start of the next round, the Scum must give their highest card to the President, and the President gives any unwanted card back to the Scum!
🏆 Winning Condition & Scoring
Defend your Presidential crown across multiple rounds without being overthrown by the Scum!
🌶️ House-Rule Twist & Bonus Challenge
Revolution Rule: If a player plays four 3s at once, a Revolution begins—the card hierarchy completely reverses (3 becomes highest, 2 becomes lowest!) until the next round!
💡 Host & Strategy Pro Tips
- Save your 2s to break out of dangerous situations when you need to regain control of the lead.
- Get rid of your low single cards (3s, 4s, 5s) early in the hand while opponents are busy playing small pairs.
